Liquidlogic Works with the Isle of Man to Develop Bespoke Children's Services System

System C Healthcare plcLiquidlogic is modifying its PROTOCOL Integrated Children's System (ICS) solution for the Isle of Man's Social Services Division in order to create a children's system entirely tailored to meeting the needs of the Island's children. The Isle of Man does not have to be compliant with the Department for Children, Schools and Families (DCSF) ICS requirements, but purchasing a system which met the DCSF's high standards was an important factor. Liquidlogic's PROTOCOL ICS Solution was the first to receive formal recognition of full compliance from the DCSF.

The bespoke system will enable the 35 social care practitioners, working across five different teams in the Children & Families department, to access a shared care record system in order to manage the large volume of information they receive over the course of a case. The system will also be integrated with other departments in the Social Services Division, including the Resource Centres for disabled children and the multi-agency Youth Justice Teams. When appropriate, information will also be shared with both the Primary and Community Health Services on the Island.

The purchase of the IT system was completed in February 2009 and Liquidlogic and the Department of Health & Social Security (DHSS) are currently undergoing a period of consultation and development to ensure the new children's system is ready to go live in November 2009.

Andrew Swithinbank, Director of Social Services on the Isle of Man, said, "The Social Services Division is delighted to be working in partnership with Liquidlogic to adapt their PROTOCOL ICS product to meet local needs. The implementation of the Integrated Children's System within our Children & Families service will be a key development which will benefit service users, social workers and will provide much needed information on which to base future planning and commissioning. We were keen to partner with a supplier who was flexible in their approach. Liquidlogic has proved that not only do they have a great deal of experience of multi agency software but they are also willing to adapt their software to individual customer requirements."

The final system designed by Liquidlogic will provide an intuitive guide to the management of complex care records whilst automatically building a chronological history of information about a child, and pre-populating records with demographic and case information to save time on double entry by separate departments.

The DHSS's work with Liquidlogic is the latest phase in an Island-wide scheme to update and integrate all IT systems. The initiative is being led by System C which recently acquired Liquidlogic in order to facilitate its vision of a more joined up health service.

Denise Harrison, Liquidlogic's Sales and Marketing Director, commented, "We take great pride in developing IT solutions that make a practical difference to the lives of social care practitioners and help drive the best possible delivery of care to vulnerable children; technology should always function as an aid and not a hindrance. This is the first time we've had the opportunity to tailor our technology so closely to meet the specific needs of an individual organisation. We look forward to working with both the Isle of Man and System C during this very exciting consultation period."

Stuart Lees, Programme Manager at System C for the Isle of Man project, added, "The partnership between Liquidlogic and System C has enabled System C to effectively bridge the gap between Health and Social Services information in the Isle of Man moving the Crown Dependency closer towards its goal of creating an island-wide shared health and social record."
